The Council as a Corporate Body
- Is a single body corporate by name1. Individual councillors contribute within standing orders and financial regulations to formulate and implement polices and vote to make lawful decisions for the Council2.
- Must convene for at least 4 meetings per annum, one being the Annual Meeting3.
- Is responsible for the services it delivers, managing assets, health, safety, employees, insurance and risk, within the spirit of Best Value.
- Is ethical and open and can work in partnership to provide the best service to improve the quality of life and surroundings for parishioners.
- Has specific powers and duties under statute this also covers powers to give financial assistance to another person or body performing the same function.
- Has a power to incur expenditure for certain purposes not otherwise authorised, subject to provisions4.
- Can delegate powers and functions to an officer of the Council or another authority5.
- Has a reasonable duty to consider the provision of allotment gardens if demand exists6.
- Has a specific statutory duty to consider the impact of crime and disorder on all its decisions7.
- Is responsible for all decisions, and should formally approve the annual budget, year-end accounts and the precept at full council meetings.
